Inhuman Behavior of Euthanasia towards Stray Animals

I. The social problem of stray animals has always been serious in different societies.
A. Every year in the States, there will be about 6,500,000 stray animals given the operation of euthanasia.
B. Every year in Taipei City, among the overall number of stray animals, up to 55% of them will be given the operation of euthanasia. Take the data in 2002 as an example, the total number of stray animals were 67,025 while 41,990 (62.65%) stray animals finally died of euthanasia.

II. Define what ‘animal euthanasia’ is
A. Literary meaning: death without pain
B. The procedure of an euthanasia operation

III. Why are there so many stray animals?
A. Human beings’ irresponsible behavior
1. Over breeding of pets
2. Citizens usually prefer buying pets from pet shops to adopting abandoned pets
3. Pet owners’ refusal and disapproval towards animal ligation
4. Abandonment of pets by their selfish owners

IV. Problems of animal euthanasia
A. What if the animal is healthy?
B. Will the operation really be painless?
C. Financial problem: the fee for an euthanasia operation is about NT4,811 while ligation only needs NT2,484.

V. Foreign nations’ policy towards euthanasia of stray animals
A. England
B. Thailand
C. India
D. Greek

VI. Solutions to retard the progression of euthanasia towards stray animals in Taiwan
A. Legislative laws
1. Animal rights
B. Promotion of animal ligation
C. Education
1. Encourage citizens to adopt stray animals
2. Teach the new generation to be a responsible pet owner throughout education

VII. Conclusion
Since there are so many stray animals (about 180,000) in Taiwan, the government may be forced to apply euthanasia so as to decrease the number of stray animals. However, this method is inhuman and expensive. Euthanasia is surely not the best solution.
